DCMR heeft namens de provincie Zuid-Holland het toezicht op de raffinaderij van BP verscherpt. De raffinaderij ligt onder het vergrootglas vanwege enkele incidenten en de manier waarop BP daarmee omging.

Vorig jaar was er bij de raffinaderij een lekkage van waterstoffluoride. Dit jaar vond er een stroomstoring in de controlekamer plaats, waarna er klachten binnenkwamen over een zwavel- en petroleumgeur toen een aantal installaties waren opgestart. Verder constateerde de DCMR Milieudienst Rijnmond een zware overtreding bij de koel- en blusleidingen van een aantal gasopslagbollen.

Moeizaam beschikbaar

De provincie en DCMR geven aan dat zij door de houding en het gedrag van BP niet het vertrouwen hebben dat incidenten in de toekomst worden voorkomen. Zo zou opgevraagde informatie en documenten moeizaam beschikbaar komen en bij incidenten krijgen inspecteur niet of nauwelijks toegang tot de conctolekamer.

Onder het vergrootglas

Met het verscherpte toezicht hopen de provincie en DCMR dat ‘de naleving en het gedrag van BP weer op het gewenste niveau komt’. DCMR zal een verdiepend gedragsonderzoek veiligheidscultuur uitvoeren en de koel- en blusinstallaties en onderhoudssystemen extra inspecteren.

Enhanced supervision for BP refinery 

DCMR has intensified its supervision of the BP refinery on behalf of the province of Zuid-Holland. The refinery is under the magnifying glass because of several incidents and the way BP dealt with them.

Last year, there was a hydrogen fluoride leak at the refinery. This year there was a power failure in the control room, after which complaints came in about a sulphur and petroleum smell when a number of installations were started up. In addition, the DCMR Milieudienst Rijnmond found a serious breach in the cooling and extinguishing pipes of a number of gas storage bulbs.

No access

The province and DCMR state that due to BP‘s attitude and behaviour, they do not have the confidence that incidents will be prevented in the future. Information and documents requested are difficult to come by and inspectors have little or no access to the inspection room during incidents.

Additional inspections

The province and DCMR hope the intensified supervision will bring ‘BP’s compliance and behaviour back to the desired level’. DCMR will carry out an in-depth behavioural study of the safety culture and carry out additional inspections of the cooling and extinguishing installations and maintenance systems.
